Powers have nothing to do with it. Tobi is just like Naruto, a clutz, or at least he was when he was Obito when he was a kid.

Sasuke on the other hand has always been naturally good. He is cunning, intelligent, fast, and vicious.

Tobi HAS alot of powers, but he can't be all that smart if he can be fooled by Naruto. Sasuke would have seen though that in a heart beat.
