I'm thinking that maybe the Younger son was taught by the Sage the seal. The Sage chose the younger son to be his successor because he believed that love was the key to peace. The Sage told the bijuus that someday they will all be led down the right path and that's why the sage would teach the younger son the seal, who believed it's through love
