[Suggestion] Enrollment of new rookies just like school.

NB should allow new rookies(students ) to register there name on NB, just like in schools students get admission.
Similarly NB should open the register button atleast for 10days in a year on the month of MARCH or any other month for new candidates.

Uhm that is not a great idea too be honest. An influx of alts would be made that take up server space. They are most likely working on a system restricting more than x accounts to be made by a user.
