I think it's because he didn't have any direct battles against any brawlers. Croc is pretty average when it comes to hand to hand

Exactly. The only notable feats Croco made in the war was withstanding Akainu's heat and not having his jaw crushed by Jozu, nothing implies these are things different from his status in Alabasta.
