I can't understand what you're saying; Enel can control sub atomic-level Electrons and neutrons, too.

Let's just put it this way.

Dr. Manhattan can warp reality and make whoever he wants whatever he wants. He can make Enel become just some regular human being. Enel's manipulation of electricity can't come close to molecular manipulation of reality.

Manhattan is on a total different level from England. Let's just say that if Manhattan were in OP he could nullify everyone DF if he Wanted. He can bend and change reality, time itself. Enel couldn't hurt him with all his might. It's not even fair. It's pretty much equivalent of what Mihawk did to Zoro times 300 million.

Molecular manipulation of reality basically means he can change or create whatever he wants in a universal scale. If he wants to erase it, he can, burn it, he can, and blow it up he can within his power.
Haki means nothing to the universe. Enel stands no chance. Put Enel, warlords, admirals, and dragon ball z together and he still wins.
That's how powerful he is, he literally create the DC new 52 multi verse. That's powerful as hell.
