While I agree Sasuke is better than Itachi...

Itachi can use genjutsu on Sasuke even though they literally have to same eyes and Sasuke's eyes are higher level than Itachi's.

He used it once on Sasuke, when Kabuto trapped them in Sound Genjutsu. They both used genjutsu to break each other out and the genjutsu that Itachi used actually looked just like Tsukuyomi specifically.

Then he used it again right before the edo tensei was fully released to show Sasuke the truth of the Uchiha Massacre.

But either way, it wouldn't be enough to put Sasuke down.

Given the Izanami Izanagi explaination its safe to assume he meant hostile intent genjutsu. I have no proof for what im about to say but Sasuke could of let himself be under a genjutsu of his own free will given his power over the opposers gen. Good point though. Oh yeah (edited) Obito put Kakashi in gen but he knew it was gen due to him sharing the vision of obito
