Basically, it is incorrect to state naruto is faster than sasuke as a fact as it is entirely subjective.
In a realistic scenario, one uses his chakra to enhance his speed and power.
Naruto would prefer to go in BM/KM/SM rather than run in his base speed, similarly sasuke will prefer to use susano or "shunshin" to get the best results.

Sasuke fans are as much right by saying Sasuke is faster than naruto, as are naruto fans for stating otherwise.
AS it entirely depends on the situation and restrictions bound upon them.

Naruto is faster than Sasuke when it comes to base speed and reflexes. ( no chakra involved)

Sasuke is faster than naruto when use of chakra is allowed entirely because of his shunshin(teleportation).
It is debatable who is faster when it comes to sasuke's hawk PS and naruto concealed BM

At the end of the day, they are still rivals and even if one excels the other in speed and reflexes, it won't be by a large margin otherwise it would contradict the fact of them being rivals.

Sadly, I wish this were true but there will always be a competition involving speed in regards to Naruto and Sasuke. Fans will always choose whichever character they love the most. Unfortunately, for this debate to end we need to have Naruto and Sasuke fight one on one for a final time in order to say indefinitely that one of them is superior in speed.

Narutos physical speed and reactions are a good deal faster than sasukes, however sasuke still has the speed advantage within his teleport range.

However it can now be debated that naruto has a fast enough reaction time to avoid sasuke. If sasuke could harm him in the first place that is.
