The same reason as I restricted Gedo Mazo, because an IC Nagato (read: one not bloodlusted for the death of his best friend) would not use it in a battle.

If V4 Susanoo took the full brunt of CST, it'd probably be destroyed....but even if it did tank it, which I highly doubt, Nagato can absorb Susanoo with Preta Path, he can trap it with Chibaku Tensei. Even Enton can be absorbed with Preta Path, and without Enton to continually heat up the Atmosphere, like it did against Itachi, Kirin isn't going to happen.

If he has trouble outside of PS, and then is pushed into it, I'd say it's high diff, but if he doesn't start off by using weaker techniques that he knows will fail and obliterates Nagato with PS, then why count it as high difficulty? Cause in actuality, he had no real trouble ending the fight, he just had to go full power to do it.

Meh, were arguing preference but I don't consider having to use your full power anything less than High Diff. Regardless of the circumstances that he used it in.

With that logic 90% of the fights in this section are low diff. I could just say that BM Naruto low Diffs Madara because Flash Bijudama nukes him​

Yup, since his target is one Susanoo and not the whole village.

Except those slashes are from a blade made of chakra, meaning it also gets absorbed, the rest I agree on, but Sasuke won't survive long enough to use it Kirin.
