PS is an ability that comes with EMS. EMS Madara used it without powerups, Sasuke can do it too. Don't see how this is hard to grasp, it is the same eye technique and both showed feats of using it. Even if Sasuke needed power-ups to awaken it (which he didn't), now that he's already unlocked that version of Susanoo he can use it on his own.
