Km Naruto. Ems isn't a big power up it's just a perfect version of ms. Naruto's speed would be too much to deal with but he can have at least 14 versions running around. Rasenshuriken can break at least the 2nd to last stage of susanoo shown when danzo's wind technique cut through it easily.
