The water pressure would put tremendous strain on the Susano'o, but I think a V4 Susano'o could still be maintained. Most likely it would immobilize the Susano'o, though (due to the water pressure).

Legged Susanoo alone gives Sasuke the win. Susanoo tanks all of Kisame's offensive attacks, and its legs allow him to evade Great Shark Bullet. Attacking him with things like Enton Arrow and his Enton Sword give Sasuke the win here, since Samehada doesn't like to absorb regular fire. Enton should be much worse. If he uses the Water Dome, all Sasuke needs to do is spam Enton attack so he can use Kirin...and its possible that he can evaporate some of the dome with his Enton.

Lol, didn't notice the location. He'll just have to use Susanoo without legs to fight, and then use Shunshin or dive underwater to evade Great Shark Bullet.

Though that's assuming that Susanoo can't stand on water. Sasuke can stand on water by focusing chakra to his feet, he'd probably just have to do the same with Susanoo.
