1. Bruh. Naruto needs to be in BM to use a Bijuu Dama. He can do a bijuu dama rasengan but that is obviously nowhere near as powerful.
2. PS shits over Naruto in sc2, so that takes him out.

IF Sasuke uses legged Susano in s1 then I give him the win. If Sasuke can't use legged Susano then Naruto wins.
