Sasuke might win w/ Jugo's Senjutsu...but there's no way he wins w/o it, not when the Gokage countered Madara, who had a stronger Susanoo, and Mokuton all up until the point where he had to bust out PS.

Madara was missing two 1 shotters witch have insane speed

Aamterasu, Susanoo arrows, plus enton control if he had those the fight would have ended quickly

idk i think Amaterasu would help him a lot since only Onoki and Raikage can escape from it.
Mei could probably block his LoS with mist but they still have to bust Susano'o​

OT: Amaterasu can land on even a lightened V2 Ay, considering Sasuke's Choku Tomoe allowed him to track Juubito, who is far superior in the speed department. Once the only remote threat (Oonoki) is finished, the rest are powerless against v3 Susano'o, Enton manipulation and even one of his summons, Aoda.

Amaterasu spawns where the eye is focused on, and since Sasuke can effectively track Juubito, v2 Ay gets ignited by a full body Amaterasu. The only reason the Raikage dodged Amaterasu in the first place was because Sasuke's eyes couldn't keep up, not because the jutsu itself is slower than him.

Being able totrack an opponent =/= being able to land a hit on them. Sasuke's jutsu execution speed with Amaterasu is still way to slow to hit Ay. Lightened Raikage dodges with ease since EMS increased his visual perception but it didn't increase Amaterasu's speed, which even V2 Ay could dodge, he doesn't stand a chance in hell at hitting lightened Ay.

Gokage win mid diff against EMS Sasuke w/o Juugo's chakra as long as he doesn't use PS.
