On what basis are you stating that Sasuke's Chakra doesn't match Madara or is close to his? All I recall is Sasuke using EMS high-end Techs on and off continuously well before he even came to the battle-field and he has yet to show any signs of fatigue. Not really, as Sasuke can simply keep on reigniting his PS with little to no chakra usage. You forget how exceptionally amazing Sasuke is what Amaterasu and its variants.
