First off, we haven't seen EMS from either party, Sasuke is barely gonna fight, and madara has waaaaaayyy better jutsu's to use than EMS. Such as rinnegan and mokuton xd

But I'd go with Sasuke, as because we've actually seen his EMS in action, and it was ok, lots and lots of amaterasu, but.... its ok Haha xd

You cant really say that Sasukes skills are nothing compared to his, since we have seen too little from both of them. Madara barely used his EMS, same with Sasuke.
