Sasuke had perfect susano'o as well. They are basically equal, since they both have the same techniques.

Madara is most likely stronger. And if you include Kurama as a summon
for Madara in this case, Madara is definitely > Sasuke. PS will protect
Kurama from Amaterasu before anybody says Amaterasu GG to Kyuubi.
