Thats because he can't. Without Naruto's wind release jutsu the arrow would have only hit a small area. Instead Naruto fuelled the black flames and also fanned it out exponentially. If anything Naruto's part of the collaboration jutsu was the most important.

Sasuke also got saved by Itachi numerous times. Neither one would be able to defeat Kabuto if it wouldn't have been for the other, except by using the Izanami, something that Sasuke is not capable of doing.

If you truly believe that Sasuke could defeat him one on one, state your reasons, don't just state that he was busy protecting Itachi, since that one obviously worked both ways.

Well for starters, Sasuke was the one guiding Itachi through the fight given that he has knowledge about the Sound 4, Orochimaru, and Taka. He knows Kabuto's healing capabilities, medical ninjutsu, etc.. He was probably unaware of a few factors which is having Sage Mode. Another thing is his ability to use the Sound 4's and Sage Modes ninjutsu to his advantage in the cave. Now take Sage Mode from the equation and Sasuke destroys him. Sage Mode Kabuto is a tough contender, but Sasuke didn't even show us any EMS-related powers in the fight. Who's to say that Kabuto can win against him, excluding Edo Tensei. Sasuke can manipulate Enton in so many ways that he will corner Kabuto. Sasuke's Chidori, Chidori Katana, or Nagashi as a direct hit will injure Kabuto; if he uses Suigetsu's hydrofication state to avoid physical blows. Sasuke's Susanoo has several functions from arrows, to projectiles such as Magatamas, and Flame Control Sword. I just don't see how Kabuto can overwhelm EMS Sasuke in a fight. Muki Tensei which is Kabuto's most deadly jutsu in my opinion was countered by Sasuke. The White Rage technique took prep which is something that Sasuke can take down with Amaterasu or something else. Tayuya's genjutsu will only work if Sasuke turns his back, so that won't either.

If it couldn't burn Nagato's size ... it doesn't matter anyway. Jubbi didn't took so long to come in picture to get out of it with a single shot from main character's friend. Now that would be a rugged deal indeed. What are the four Kage's and Naruto doing there if they are not going to get a piece of action?
