That Sasuke never showed an full stabilised Perfect Susanoo , should actually prove that he didn't have it at that time.

Yes, he could cover an half Kurama cuz his Susanoo has exactly the same size. And he demonstrated his Susanoo before he covered Kurama's Avatar wich means he showed his maximum!


EMS Madara on the other hand could cover an full Kurama...

Perfect Susanoo doesn't have to be the same as Madara's to be perfect.

Sasuke has perfect Susanoo - it can fly and protect others from IT, for ex.

Madara's Susanoo has the power of destruction.

Itachi's reflects all the attacks.

I'm sure you're already aware the kid can fly within his susanoo, which means he stabilized his chakra to the point of it being a completely physical object capable of producing thrust.
