Do people actually believe the Juubi enhanced Madara's rinnegan's or made his chakra stronger in anyway? if so, then they are truly mistaken. Madara's rinnegan's and chakra weren't enhanced in anyway or form.

Obito currently possessed Rikudo senjustu and Rikudo chakra that he stole from 1R JJ Madara, his own chakra was no longer normal due to previously being a Juubi Jin and possessing six paths sage mode.
Madara's chakra power within the rinnegan was at the lowest possible power and the eye power of the rinnegan was at it's weakest,
Obito was powered by rikudo chakra and rikudo senjutsu and was barely able to control the left eye's power, he called the chakra and eye power of Madara's rinnegan "so strong" while possessing Juubi chakra.
So no, the juubi's inferior power cannot enhance the rinnegan which has far greater chakra power and eye power.

Why do people believe Madara doesn't have Hagoromo's chakra even though Hagoromo said Madara brought out his chakra?

The gap between sasuke and Madara is quite large with Sasuke being outclassed, he gets crushed by the second six paths.
