Winner: Madara Uchiha
Madara Uchiha is a skilled-sensor, shown as he was able to sense Hashirama Senju's Presence from quite the distance. Madara also has an extremely powerful Susano'o.. prior to reaching its Final-Form, Madara's Susano'o is able to "tank" quite a lot and continue fighting. This renders Muu's Invisibility Skills and Jinton useless as Madara would sense it coming and pull out his Susano'o.
Against Sandaime Raikage, it's the same - the man has huge chakura reserves and Madara would "feel" it coming and have his Susano'o ready. Activating Susano'o [Itachi's Susano'o] is extremely quick with Itachi activating it in less than a milli-second. Madara is more proficient in using Susano'o and can pull it up just as fast, if not faster.. You can argue that Sandaime is stronger than Tsunade who was broke Susano'o Ribcage but it's near impossible for the Sandaime to be strong to the point he demolishes Susano'o.. it would be similar to what Tsunade did to Susano'o. Madara can quickly "regenerate" his Susano'o.
Nidaime Mizukage, Sandaime Hokage and Yondaime Kazekage don't seem to be much of a threat. Gaara's Father claimed Gaara was a lot more proficient in using sand and Gaara had to concentrate quite a bit to pull Madara out of Susano'o. Nobody in the Previous-Gokage has shown feats that "lighten" an object like sand the way Onoki did, so Yondaime cannot pull Madara out of his Susano'o. Nidaime's Genjutsu won't work on someone like Madara and Susano'o blocks out all of Mizukage's Water/Hozuki Techniques. You could argue that Suiton can slip through Susano'o but to damage Madara, you need Suiton that is comparable to Kisame's which Mizukage has not show-cased.
Hokage is an interesting one. He has the hype of being stronger than Hashirama who beat Madara but hasn't shown sufficient feats. Hiruzen's Basic Katon and Shuriken-Bunshin wouldn't do much. Emna is the only true threat.. his staff pushed the Kyuubi out of Konoha and can probably do the same to Susano'o.. However, what you need to do is hit Madara.. pushing him will not do much. Shiki Fujin could defeat Madara but I'm excluding that for obvious reasoning.
Madara likes to talk during his battles, as shown in his battle against Hashirama and the Gokage. Nidaime is the only one who seems to like to talk in the Previous-Gokage so Madara would be concentrated. Due to the efforts of all Five of the Kage, Madara would quickly pull out Susano'o. His Susano'o Attacks would easily defeat Hiruzen, Nidaime Mizukage and Yondaime Kazekage. Raikage could dodge it and Muu would go invisible and go into hiding. Madara can easily outlast Muu in a fight and defeat him before.. presumably he can do such again.
Now the final threat, Raikage. His body can probably tank Susano'o Attacks as he survived the Hachibi's Bijudama. He also has extremely large Chakura Reserves.. What can beat this lad? Genjutsu. You could say Raikage's Nintaijutsu could defeat Madara but Madara has the Gunbai.. It tanked Naruto's Bijudama and reflected it.. Only Raikage's own attacks seems to hurt him so the Gunbai would tank and reflect the attack, killing Raikage.
Madara Win High-Diff. [Presuming he doesn't have Kyuubi.. with Kyuubi, Mid-Diff as Kurama would essentially "One-Shot" Hiruzen, Mizukage and Kazekage before Madara has to use any real chakura].
Also, Yagura was the Previous-Mizukage.. Not Nidaime..
