It's funny because Prime Hiruzen doesn't actually exist and therefore can't be measured.

If you're just being sensible and looking at the characters and their place in the manga it makes no sense for Hiruzen to have been stronger. I admit he was a beast even in his old age but Madara&Hashirama left more of an impact with their deaths and it's clear their representation is much stronger. And considering hype is all you can measure because we have abilities or proof- Madara is stronger.
