At that point they're referring to Jiraiya, yes. As Kisame goes on to note that their titles pale in comparison. But in this same discussion, they refer to the him above as Naruto. However, Itachi's reaction is also entirely different.

"Even if we had backup, I doubt the outcome would change" - This opponent is someone Itachi worries about the entire Akatsuki having to fight.

vs

"Even the strongest heroes have their weaknesses" - Itachi notes that Jiraiya, as great as he may be, has his weaknesses. Not worried about needing backup.

And

"I'm not sure about you, but he's out of my league." - Kisame's absolute certain he stands no chance, and questions if Itachi does.

vs

"Why is retreat necessary for you?" - Is not questioning at all that Itachi could have handled Jiraiya, and now that he knows Naruto has little to no control over his kyuubi abilities, he's no longer a threat.

It's also worth noting that Itachi never disagrees that he could have taken down Jiraiya when Kisame claims retreat wasn't necessary.. He only said that he needed rest after having to having to fight the jounin, use tsukuyomi x2 and then use amaterasu.

It would help if you posted full scans not just snippets so I can see the situation Lol but I really don't care for the other parts my man all i'm saying is right there and then they were clearly talking about Jiraiya not sure about anything else because its pointless regardless.

Here's two different translators commenting on the raw japanese text of the Itachi/Kisame conversation:

Translation and opinion as well as comment from Monzaemon: "I don't know about me, but I'm pretty sure you could've handled him"

"Hmmm...we would either both be killed, or it would be a draw. It wouldn't matter if we went in with more people or not".

Kisame brings up a certain individual, who Itachi states that they would die fighting against, and that it wouldn't matter if they went in with more people or not. Then the conversation continues:

"His caretaker is one of the legendary Sannins".

In the first part of the dialogue, they were talking about a certain individual, who they refer to as "him", and then they switch their conversation that same individual's caretaker. "His" caretaker.

Comment from Gottheim: I've translated that little bit myself a while ago, and I've come to the same conclusion as the OP. Itachi wasn't referring to Jiraiya but to Naruto. He was expecting a fight against Kyuubi in a human form. Probably less powerful, but protected from MS. Jiraiya came as an afterthought: not that he was deemed a negligible threat. It's just that everything pales in comparison with the power of the Nine-Tails.

The Viz translation that I posted makes it clear enough, I think..but since you don't think so, that above should wrap it up, at least.
