Considering that Tobirama considers current Sasuke to be as prodigious as Madara.
Considering that Orochimaru is convinced Sasuke's potential is greater than Madara.

Itachi, with EMS would without a doubt be equal to Madara or more as he has prooved to still be better overall than Sasuke currently is.

I'd say that Itachi, would currently be top 2 or 3.

Sasuke and Naruto will surpass Madara and Hashirama in time, but they havent yer which is why they arent ranked that high yet.

Although i am assuming that Itachi would have gotten Perfect Susano with EMS, just like i assume Sasuke will.

Itachi would still have to master the PS to the point that madara did, besides, madara still managed to get kurama as a kuchyose. Naruto surpassed nagato the momment he achieved BM and showed feats, and BSM puts him even higher.
Itachi could win in a battle very high diff, using intelligence, but by power, naruto is above him.
