You're comparing different states which makes no sense because obviously the higher stage would be superior; Rinnegan.

But it comes down to the user, in this case it's EMS vs Rinnegan (from a non-Uchiha, Nagato can only utilize Rinnegan techniques)
It boils down to intellect, experience and skill to make up for the power discrepancy between the two states.
Here Madara is clearly superior, he's used his Sharingan practically his entire life; he's not losing.

Rinnegan is the highest form of the sharingan and has all the abilities of the EMS, only reason Nagato couldn't use Susanoo and stuff was because he was implanted with the eyes when it was in its rinnegan form, like how Kakashi can't change his sharingan back into a normal eye.

Nagato couldn't use sharingan techniques was because he couldn't switch it back to use it. Like how Kakashi can't change his sharingan eye back into a normal eye. Or Nagato never thought about using sharingan techniques...

nagato was the greatest shinobi we ever seen he used the rinnegan techs simultaneously back to back to back i dnt see what ems madara can do without the kyuubi honestly hashirama would have beat him alot easier if not for the kyuubi. Plus Nagato can use multiple summons to fight the kyuubi that would take the kyuubi out rather it wins or not its not helping madara because its distracted and nagato can absorb susano chakra or push it away or pull madara out of it madara wouldnt be able to hit nagato tell me how please when he was alive he never got hit and Obito who was Madara's successor said Nagato was invincible konan said he wouldnt ever lose and hasnt lost and zetsu who has seen and recorded every fight in history said Nagato was unbeatable even in his weakened state...
