Well Night Raid only has 4 members and the revolutionary army might have some Teigu users but i think they are not on Night Raid Level
Well and the main goal is to kill the minister but even if Budo is not there anymore He still has Esdeath and the ultimate Teigu
Not to mention Cosmina who was said to become stronger than anyone in th world if she eats a lot and two Jaegers and two Wild Hunts and maybe other unknown Teigu users so the empire has better chances of win in my opinion

But i dont think his ability will be like that since Esdeaths Teigu was confirmed to be the strongest

Izou is my absolute favorite and im always on his side but i think there are three characters that are stronger than him: Budo, Esdeath and maybe Tatsumi because he reached near Esdeath/Budo level and there are two characters i think that are on the same level as him Susanoo and Akame
I guess his Teigu is strong but what makes him really strong is that he is defeating Teigu Users without one since he prefers to fight without it

Yeah, I'd have to hand the win to Esdeath as well. Izou is good, might even be better at swordplay, but when it comes to Teigu strength, he's got nothing (so far). Hell, even Akame had a shit load of trouble fighting Esdeath.

Well from a military point of view, the revolutionary army is closing in on the capital. Though this manga has made it clear that Teigu users are more powerful than mobs of non Teigu users. Sure there are certain characters that can compete with Teigu users, they are elite fighters and not mobs of fodder. So you're right, when it comes to number of elite fighters still available, Night Raid doesn't have a chance but maybe some generals from the Revolutionary Army may be more powerful than we thought.
