Sasuke is no longer the elder son if he has senju DNA. The rinnegan is a combination of the eyes and body. Not just the eyes. Obito was the only one who saw them as the elder and younger son. The tailed beast including the shinju(who were the only ones alive to have known the sage) all saw naruto as the sage. I don't think they were meant to be representations of the sages sons.
