Every arc is mostly about Luffy.

I think he will eventually get his moment. Every strawhat seems to have something prepared for them in this arc:
1) Franky & the mural + meeting Nika's old robotic friend.
2) Robin getting to meet up Saul.
3) Sanji finally unlocking Conquerors Haki.
4) Zoro learning how to control his haki.
5) Luffy finally getting to meet up with Imu.
6) Usopp will probably stand up to thd nightmare monsters and be the own who will destroy them.
7) Nami might get a new Homie IF pandora is still around.
Etc, etc...
