This will be a debate against DrProof, and EjBlack; Gaara w/ Shukaku will be represented by yours truly (DrProof) while Danzo will be represented by the Well-Known EjBlack.

My mind just goes blank for thinking of an introduction so Imma go straight to it lol.

With Danzo's age and experience he has knowledge on Buuiju's and their jinjuriki. By Manga knowledge he would know what he is up against, the one-tail's sand manipulation.

In this battle Danzo will have to play the same game he did in his encounter with Sasuke, defeating an opponent with an absolute defense on their side.

Danzo is also smart so running out of chakra recklessly would be unlikely for him to do against an opponent with buuiju chakra.

Danzo has two attributes that completely counters buujius, which is 1'st Hokages's wood release suppress and sharinigan. Since KA is restricted in this battle, it won't be a easy defeat for him. BUT Wood Release's buijuu suppression will come in handy. Even Tobi knew the danger of Danzo having these two things in his possession:

Sharingan:
Since KA is restricted that doesn't stop this thread to give him other Sharingan skills. With Danzo having this eye he is still be able to use it for predicting movements like this:

Izanagi:

This is honestly the only wa Danzo has a chance of defeating Gaara(Well he has others but this is what gives him opening to them at anything at any time). When Activated Danzo has 10 minutes of GOD-MODE. He can escape every move that Gaara can pull on him. This tech also allows him to be anywhere he wants to be in the battlefield .

Fuinjutsu:
With Izanagi in play it would be easy to get close to Gaara. Once Danzo has imprints him its game over.


Wind Release:

Danzō was proficient with Wind release. There's no denying it. Best wind user we have seen so far in the Naruto-verse. He is even able to enchance his ninja tool's with Wind release like Kunai and shuriken.

Note: Might claim that shuriken is anime only but I would like to point out that it's illogical to say that he can do it on a "kunai" only and not a "shuriken" or any other weapon. Gaara's defense would be getting pressured a lot from their Wind attacks.

Summon:
Summoning Baku ends the match. This monster is able to devour anything it wants. It eats trees and boulders for breakfast, which doesn't even effect what enters his body/metabolism.

With this in play Gaara has no choice but to be stationary, otherwise he gets eaten. Also Gaara's defense slowly lessens it's density to the the suction continually absorbing the battle field. From the there Danzo Add Wind slashes to end the battle.

Danzo has 10 minutes to decide how to defeat this jinjiriki. He has many options to take him down before the time runs out. Buijuu suppression, Sealing/Paralyze, and Wind Release drilling through his defense.
