Early on in the series, i think it was after the first fight with Zabuza, Kakashi explained that the corpses of dead ninjas are reclaimed by their village and thoroughly disposed of to prevent their secrets from falling into enemy hands. Now we have an edo-zombie invasion because someone did a little grave robbing. What happened?

Run-away ninja bodies are the one being destroyed, Kabuto only brought back Ninja that were still loyal to their villages or part of Akatsuki
Zabuza and Haku don't count as they were dealt of ans buried by Kakashi
