The answer is Haki. He could put up a great fight against anyone if he masters Armanent Haki. Enel was one of my favorite antagonists. I hope he comes back ^_^

It'd be tough, but if Enel worked on his fighting style, speed, strength, and got haki, he could probably win, he would need to use his lightning alchemy more effectively, and super heat luffy, so he got all melty.

OT: If Enel has trained to get stronger by learning more his devil fruits abilities and learn at least 2 forms of haki then its fair to say he will give Luffy a good fight

But we have seen him, on a cover story and he wasn't training....he has gone to the moon and is doing something there for these little moon people that he saved.

The guy needs armanent haki, its not impossible to beat someone even though u are at a disadvantage in DF power's, Aokiji was able to fight against in 10 days fight even if it was ice vs magma, enel lacked haki skills and hand to hand fight.

Like others have said, he certainly has to master armament haki, if he wants to go against current luffy. Otherwise I don't see him winning, as luffy is right now, it's gonna put enel at more of a disadvantage then he previously was.

Luffy would still beat him, although, if Enel has BH Luffy would still win but with extreme diff.
