Taijutsu is the art of close quarters hand to hand combat. Taijutsu uses a plethora of techniques that include all the various limbs a user has which are used in an offensive or defensive form. This could include parrys, counters, grappling, blocking, or any offensive strike. They are all considered Taijutsu. A Taijutsu user must constantly train and condition his body in order to be at a peak condition in order to be effective at Taijutsu. Some famous Taijutsu users are rock lee, neji, and guy.

Yea, Taijutsu can incorporate chakra as well, though very rarely. This has been seen by the Hyuga clan's gentle fist, and Gai/Rock Lee's EIG. Elemental chakra / chakra + Tai = elemental taijutsu which is mostly found in the NB Taijutsu list.
There's dangers in entering close range to fight CQC, but I suppose it's a necessary skill, and it is a fun one as well. ;p
