Why hasn't Kabuto revived Tobirama or hashirama?

Is it because since Tobirama created Edo Tensei and he knows the seals, He could break out of it like Madara?

And the reason why hashirama wasn't revived could be that there is a risk that Tobirama could have told Hashirama about the seals after he created Edo tensei.

ummmmm did you miss like 20 chapters or so in part 1? they were seale by hiruzen when oro used them in edo form.

and as we al know by now, you cant be revived with edo tensei if your soul is sealed
