its just a matter of how strong the talisman that controls the edos are . Some restrict personality . some dont

The diff is by the tailsman the user uses, and there mastery of the technique. orochimaru didnt fully master and he took over the hokages completely when he first used it to bring back the first and 2nd. while kabuto who has masterd it to a high degree brought back everyone with almost there full power but still has controll over them
