Why doesn't Itachi just take control of the ET and make them all fight for the army?

Edited: Itachi had a role: He had one chance to change the War. If he did that as you say, than he would be Edo forever.

probably because itachi does not have the capability to control that many edos at once. controlling that many edos takes alot of chakra and we are all we aware that itachi has low chakra reserves.
