Is Tobi going to wind up being an Edo Tensei Izuna Uchiha thanks to Tobirama?

I was more interested in the question about Tobirama than the conjecture about Tobi's identity.

I'm surprised that a hokage would come up with a jutsu that requires a human sacrifice...I feel like that's very unusual for his type.

Or maybe the reason his was imperfect was that he tried to do it with animal sacrifices or some other life instead.
