Well, the other Uchiha were fodder. Most of them didn't even have the Sharingan.
Fugaku, Sasuke's father has never been shown to wield a Sharingan in the manga, as far as I remember. But I recall it being stated in the databook that he had. Still, he was easily killed by Itachi.

I don't know about Izuna. Kishi might have decided not to zombify him just to keep the mystery of Tobi's identity still going. :shrug:

Obito was just a brat when he died.

Kabuto clearly stated that he didn't have the DNA of Shisui.

As I said, the rest of the Uchiha were just fodder, as they were easily taken out by just two men.

Nawaki, like Obito, was just a brat when he was killed. He had no significance other than being Tsunade's brother.

Same could be said for Dan, yet he was brought back. Wasn't Sai's 'brother' brought back, too? Sure, he was in ROOT, but he wasn't anything special. IDK, maybe they'll hit us with another wave of resurrectees when these all get sealed but until then, I'll question their judgement.

and what about minato. i remember in the fight between oro and the third hokage, that oro tried to edo tensei minato but the third didn't let him but they must have kept the body, so what is kabuto waiting for?

Minato is sealed inside the shinigami.
