Sometimes in stories things come obvious or change with time.Maybe that time kishi would'nt have decided anything about edo tensai.I think he would'nt have even thought that he would use edo tensai once again in the series and it will become such a important jutsu.

Actually back then he couldn`t even restore them to full power.
