Tobirama-I need a replicating formula to recreate the body of the resurrected...
Tobirama is going through scrolls one after another
Hashirama-Tobirama what are you doing?
Tobirama- I'm going to create a jutsu that will benefit the village and ensure prosperity.
Hashirama-....What kind of jutsu?
Tobirama- you shall know soon enough brother.
He takes several scrolls and books with him.
Hashirama picks a book up that tobirama put back.
Hashirama-What's Tobirama up to?
Tobirama looks through his research. grabs a scroll rolls it out
He performs several handseals and places palm of hand on it.
The formula appears then glows momentarily.
Tobirama-It's finished

He probably created after Hashi's death, for Hashi. That's how Hashi would know Tobirama created it.
