Heyo, just was thinking that it would have been more interesting and less butt hiring if kabuto revived ALL of the former kage (bar the hokages) instead of a bunch of guys we already saw get killed off it could have been quite epic indeed. I remember seeing a panel of some old kage's and it immediately sparked my interest. What kind of jutsu do you think these guys could do?

@bold there's your answer. At that stage in the story coming up with OP jutsus that won't look like an asspull would be tedious/difficult (so Kishi went for the safer route), not to mention we'll need somewhat meaningless flashbacks to know more about their character.

Too old, probably couldn't retrieve their DNA because their bodies completely decayed.

Nope, blood and tissue degenerates after 3-4 decades, the first Kages were over 100 years old, Hashi and Madara were the exception because Madara had both of their DNA and lived until Obito's era.
