either Jiraiya, Fukasaku or Shima has to take in the natural energy constantly(or simultaneously) and the pair will stay in sage mode as long as just one of the pair keeps it up. It's that simple. It's not chakra from inside, it's external chakra, and as long as tress, bugs, plants and other shit like that exists, sage mode is always available.
