Do you think that besides Edo Tensei's military use, It was initially created for the expressed purpose of bargaining with Madara (reviving Izuna) when he demanded Hashirama to kill himself or his brother before a truce between Senju and Uchiha could be formed?

I think that if this convinces Madara to calm down, that Tobirama will either fail to complete the Jutsu (He never completed it), take too long or intend to use Izuna as a tool, driving Madara over the edge.

No, Tobirama is smarter than that. He would no that they would have limitless chakra and would need to be sealed. His brother probably killed himself then Tobirama wanted his brother back. Probably tested it out and was like, this aint right.

I think of full metal alchemist when I think of Tobirama trying to resurrect people, he probably had an insane realization that sacrifices where needed for Edo Tensei like how Ed and Alphonse did when they found out human souls where used in the making of the philosophers stone and after years I developing the jutsu with Madaras involvement, Tobirama just ceased production of the Jutsu which made a pissed off Madara, who would've done anything to revive Izuna, resulting in the battle of the end. Lol but that's just a theory.
