It destroys PS. Focus and all that can explain why Naruto was able to go through the beam with his fist along with the fact that the beam isn't the same as it being used in sword form. Nothing clear can really support Madara's PS tanking it.

He didn't tank it. The only logical explanation is that he somehow evaded the majority of the blow.

We clearly see him run towards the blade and try to block it
The blade spanned such a large distance (longer than the arc of the moon) that it's pound per pound damage was nothing
It didn't even yield a shockwave
If naruto in his RSM form was coughing from a mere katana then the only logical explanation we have is that toneris attack isn't as strong as it seems
Unless you think that a KCSM chakra fist >> RSM shroud

He ran towards the blade, it's swung towards him and nothing after is clearly shown. :lol Thus you can't say with 100% certainty that he tanked it, thus you go with the option that makes sense, which would be him evading it at the very last minute. I used to use the pound for pound argument, but:
1. It's wrong.
2. The way you are going about it here doesn't make sense. It not yielding a shockwave is based on nothing and irrelevant to this argument. 99% of bladed attacks never yield any kind of shockwave with a direct hit, does that mean that they are weak attacks? Sasuke's PS post Hagoromo buff has NEVER generated any kind of shockwave. Are you going to say that his attacks are weak? Lmao.
3. Then we have the fact that this is obviously not how measure the strength of something pound for pound. The amount of area the attack takes up in relation to the amount of area of the target is how you measure that kind of stuff, and in this case Madara's PS is larger than the blade itself so the full power of the blade will hit his body. That's an undeniable fact. With Naruto one could try to make the argument that since he is smaller than the blade he didn't take the full power, but even then that makes zero sense because the ratio of energy per unit area is smaller w/ the sword than it was for Tenpenchii and Naruto's body yet Naruto didn't take any damage from the sword, but took damage from the far less focused Tenpenchi.
Then we have the rest, which is obviously extremely faulty logic, because then you come to the conclusion that a Katana can do more damage to Naruto than a sword that can cut the Moon. Doesn't make sense.
Naruto evaded it and Madara's PS definitely isn't going to tank it. So Toneri cuts it and him in half and binds him with the Gudo Dama.
