No, Kinkaku and Ginkaku had a portion of Kurama's chakra. Not the actual tailed beast itself. Tobi had to implant Rinnegan and black rods into each Jinchuuriki in order to successfully control them. And because of that, he was unable to use any other Rinnegan abilities because it required a lot of chakra.
