Considering Kotoamatsukami is unrestricted, Madara will become Itachi's ***** under that command.

The fight ultimately comes down to whether or not Madara can wipe out Itachi before he busts out Kotoamatsukami, but with him being in character (and in character he's shown to be exceptionally arrogant and playful, even moreso than Orochimaru), and having no knowledge of the technique (was unique to Shisui, who was after his time), it's doubtful he'd do such a thing. Furthermore, he also lacks a sealing technique that can put Itachi down, which is a problem Itachi doesn't have.
Kotoamatsukami, and then the Totsuka no Tsurugi to seal him away. Though, to be fair, it's possible Madara can still 'win' by binding him or forcing him to sleep with his Mokuton techniques.
