I believe that naruto is on madara's level. We've seen a few of naruto's new abilities and so far they're pretty awesome, and what about other abilities that he might have also? I'm just saying don't underestimate naruto.

Madara wins, Naruto can not even seal. The guy has an undying body and unlimited chakra unlike Naruto who can only last 5 minutes in BM. Madara also is more intelligent and has more battle experience than Naruto. Madara's EMS will help him keep track of Naruto's speed but it is very likely that Madara will be clutching at straws while trying to desperately see what is going on because Naruto is just that fast.

Preta path will strip Naruto of a lot of chakra thereby decreasing the amount of time Naruto can remain in BM. There is also mokuton which can help restrain Naruto, slow him down and strip some of his powers.

At the moment Madara since Naruto can only stay in BM during 5minutes, but we also don't know that much about Perfect Susanoo(advantages or weaknesses) since he only use it for few seconds and in Edo form he can spamm it(not sure he could do something like that while alive). But if Naruto manages to maintain his BM much more longer, he definitively has a chance of winning
