No, it means by feats Madara could not seal ramen guy, but by feats Madara's destructive power is beyond ramen guys.

Madara is from a time where each clan mastered one aspect of jutsu.

The Senju themselves learned sealing techs from the Uzumaki, and they were famous for mastering all aspects of jutsu.

It is thus likely that Madara does not know sealing techs.

Also most sealing techs require scrolls, it is not fair to stretch assumptions that far for a character that you like.

We have not seem him use techs from an entire sect the shinobi fighting style, so for now let's assume that he can't
