no matter how stronger than kisame tobirama might start its useless. each suiton he fires off is getting absorbed. so since he cant cause damage he cant pin him down. however kisame can put tobirama inside a water prison via a clone then walk off laughing.

I would go with Tobirama as he is more accustomed to Edo, having come up with his own "fighting style" or tricks to go along with the Edo technique. But either way if there is no sealing jutsu..
