For some reason I think you need to have uchiha blood in order to activate susanoo but acording to Obito It is a rarity. It's that or Obito has to learn it before Kakashi dies.

Was actually a jounin at 9/10. But that's irrelevant.

And it's no guarantee having both sharingan would give you Susanoo. It's extremely rare to possess. Only 3 people ever have. And I'm not sure on the Tsukuyomi/Amaterasu thing...I can't remember if it was stated you have to possess those abilities or not, but that would be another obstacle.
