If you think about it Jiraiya could be summoned; for example look at the so called immortal Hidan who was decapitated and buried deep underground but still came back even though it's technically a clone; but if they found DNA of his then they could bring him back but at this point in the war it would be pointless.

Hidan can't be brought back.. hidan is still alive.. his soul is still bound to his body.. he's probably eating dirt which comes out on his neck and is being burried back by the deer.. he should be eating his way out of that forest underground.
