Nothing Hiruzen can do about his flight. Enma can extend but Deidara can easily dodge that in the air.

Hiruzen does not have the sharingan to see Deidara's hand seal to know he uses doton so he wont easily know to counter with raiton. He also will not be able to see C4 in the air.

Your assuming that Deidara is starting in Mid-air. He has to make the dragon or Bird first which mean hiruzen will easily be able to view his handseals and counter.
